POSITION: Information Assistant, FSN-09

WORK HOURS: Full-time; 40 hours/week

SALARY: *Not-Ordinarily Resident (NOR): FSN-08 Step 1 (Trainee Level) US$13,426 p.a. (Starting salary) plus US$ 4,500 in benefits and allowances.
FSN-09 Step 1 (Full Performance Level) US$16,103 p.a. (Starting salary) plus 6,500 in benefits and allowances

The U.S. Embassy, Sana’a is seeking an individual for the position of Information Assistant (Economic and Development Media) within the Public Diplomacy section.

BASIC FUNCTION OF POSITION

Incumbent serves as the primary LES responsible for analysis of and engagement with Yemeni print, on-line, and broadcast media on economic and development issues. S/he provides advice to the Public Affairs Officer, the Information Officer, and Political Officers on trends in coverage of economic affairs by the news media. Plans and implements media and other information outreach related to USG assistance activities. Develops and maintains contacts with journalists and other media officials.
15. Qualifications Required for Effective Performance

A) Education:
Bachelor degree in the field of liberal arts, journalism, economics, business, political science, international relations, social science is required. University or specialized training in any of the following fields is required: press and publication, translation, analytical writing, general management, project management, public relations, economics.

B) Prior Work Experience:
At least two years of experience in the fields of economi analysis, administration of development and assistance program, communication media, or reporting/writing is required. Experience in the administration of Embassy, government, NGO, or IO information programs is an advantage.

C) Language Proficiency:
Level IV English (fluent knowledge) and Level IV Arabic both written and spoken are required.

D) Job Knowledge:
Thorough knowledge and understanding of the principles and policy of strategic communications plan. Thorough knowledge of national media and the relatory envronment for media . Thorough knowledge of Yemeni politics, culture, and religion. Good knwoledge of basic economic principles and USG assistance in Yemen.

E) Skills and Abilities:
Incumbent must work independently to select press materials for analysis and placement, to draft media analyses, to plan and execute outreach programs including reporting tours outside of Sana’a. To be able to defuse tension and troubleshoot logistical issues during media events and outreach programs. Must exhibit project planning techniques for projects ranging between a few days up to 6+ months requiring timeline, staff, resources, and budget planning.


Selection Process:

When fully qualified, U.S. citizen eligible family members (USEFMs) and U.S. veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Additional Selection Criteria

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an overall summary rating of Needs Improvement or Unsatisfactory on their most recent employee performance report are not eligible to apply.
4. Currently employed US citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. The candidate must be able to obtain and hold the appropriate security clearance.
