Context:

Under the overall guidance of the Chief of Mission (CoM) in Sana'a, and under the direct supervision of the Programme Manager for the Yemen Stabilization Initiative (YSI), the successful candidate will be responsible for organizing and managing all field operations related to the ongoing transition process in Yemen, including supporting government outreach, as well as promoting the awareness and involvement of the local community members and groups with regards to the latest political reform process through the implementation of YSI projects: from project identification, selection, to timely and successful implementation, as well as monitoring of all grants projects. Toward achieving this, the Programme Coordinator for Transition will have experience in field operations, transition programming, including in public awareness, and strong management experience.

The Programme Coordinator for Transition will be the principle point of contact for all the relevant field offices, ensuring staff are generating activity ideas in accordance with the YSI process, and in turn meeting programme objectives while ensuring compliance with IOM standards. S/He will also be responsible for reporting on the implementation of the activities in accordance with established YSI procedures. The responsibilities will also include regular meetings with Government of Yemen (GoY) counterparts at field level, in addition to regular coordination with donor and programme counterparts as required and requested.

The successful candidate will create or strengthen and maintain the necessary operational structures and inter-departmental processes, within the YSI programme office, in order to
ensure transparency of sub-granting mechanisms, and successful programme implementation.

Successful performance will result in strategically and consistently delivering activity ideas, identifying partnerships, and ensuring they contribute to the overall programme's stabilization
objective.

Core functions/ responsibilities:

1. Monitor and analyze the potential impact or opportunities of political and security developments throughout the country, with a particular attention to areas where YSI is working.
2. Oversee the identification of local partners, and develop collaborative partnerships with local government and key community counterparts.
3. Develop, enhance and maintain project identification, project cycle methodology and provide training of the appropriate field staff on the same.
4. Ensure regular development of grant activity ideas and be responsible for the overall quality of all submitted grants.
5. Oversee budgetary aspects and related timelines for grant activities and programme operations in areas of responsibility.
6. Support the programme manager in liaising with the other funded programmes, operational partners and counterparts in the country.
7. Represent the Programme Manager in various fora, including inter-agency gatherings convened to discuss coordinated responses to transition initiatives in Yemen.
8. Hire and train field staff for YSI as well as provide direction and operational guidance to the field staff, in coordination with the Programme Manager.
9. Establish field offices and oversee all relevant field operations.
10. In close conjunction with the management of IOM Yemen, be responsible for the safety and security of field teams, including ensuring that appropriate security information is regularly and appropriately disseminated to field staff and that staff safety and security guidelines are followed.
11. Regularly advise the programme manager and programme counterparts of ways to improve the impact and coordination of programming, partner and sub-grant performance.
12. Perform such other duties as may be assigned.

Complex Emergency, Post-Crisis and Transition

c) makes effective use of programme and donor coordination structures;
d) supports adequate levels of information sharing between internal units, local partners including programme beneficiaries, IOM and other complex crisis responders and transition actors;
e) establishes and maintains effective relationships with local government counterparts, community leadership structures, private sector business actors and implementing partners;
f) makes sound decisions rapidly based on available information.

Desirable Qualifications and Experience
a) completed Master's degree from an accredited academic institution preferably in Political Science or a related field or a 1st level degree with requisite experience;
b) minimum of eight (8) years of relevant professional experience (or ten (10) years of experience for candidates
with a 1st level degree),
c) with at least five (5) years of experience in complex crisis environments;
d) demonstrated administrative and organizational skills, including all aspects of programme management and high volume small-grant administration in transitional environments;
e) demonstrated analytical ability to think creatively in conceptualizing relevant grant activities;
f) experience in conflict resolution, tolerance and peace-building mechanisms;
g) demonstrated experience in assessing recipient organization's grant-worthiness, including financial, administrative and programme planning capacities;
h) experience working in political transition/ fragile state environments, preferably in the Middle East;
i) strong knowledge and cultural understanding of the region;
j) a clear understanding of the Yemeni political context and current understanding and knowledge of recent developments and social conditions;
k) knowledge of local NGOs and community-based organizations involved in relevant activities and programmes in Yemen, as well as key governmental actors and stakeholders, a plus.

Languages

Fluency in English and Arabic both written and spoken is a requirement.
