JOB PURPOSE: 
To deliver positive changes at scale for people who are poor and vulnerable through: building effective programme teams, management of Oxfam’s programmes n Yemen, both humanitarian response programmes and development and integrate into one programme approach.

REPORTING LINES:  
Post holder reports to: Country Director (CD)

Staff reporting to this post: All Program Managers, (currently 5 Programme Managers 3 of which lead in-country offices)

BUDGET RESPONSIBILITY: approximately  £12 – 15 million.

DIMENSIONS:
•    Developing long-term vision and strategic planning to achieve significant impact 
•    Coordination of and delivery of agreed plans and programmes, integrating humanitarian response programmes and development programmes, based on the one programme approach 
•    Plans and objectives contribute to broader program strategy and can involve collaboration with other departments.
•    Management tasks and problems are complex and non-routine.
•    Requires the ability to analyse and communicate complex information to a wide audience.
•    Decision-making is strategic and operational and requires significant levels of judgement based on technical and management experience, and a range of external and internal factors.
•    Role as key decision maker for programme unit and is both proactive and reactive.
•    To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies.
•    Impact and influence within the country programme but also may have significant influence beyond this level when engaged in regional humanitarian initiatives.
•    Influence diverse internal/external target audiences in area/region of deployment with regard to the humanitarian programme.
•    Pro-active local fundraising and maintenance of current donor and counterpart relations and with potential donors (both multilateral and bilateral donors). 
•    Will be managing significant numbers of staff and have budgetary responsibility for multiple programmes.
•    Providing specialist advice to country, regional and humanitarian department line management on humanitarian and development issues and possibly interfacing with media/public on programme issues.
•    Draft own and team objectives and agree with line manager, and to ensure that objectives contribute to country, regional, humanitarian departmental and Divisional strategy and will involve collaboration with other country/regional staff, departments (Policy, Appeals, Finance).
In-depth knowledge of the principles underlying the key purpose and role is required in order to make decisions affecting the team and which may impact more widely in the division/programme

KEY RESPONSIBILITIES: 

Oxfam GB’s work in Yemen is along a spectrum that includes direct humanitarian intervention, long-term development work and international advocacy and campaigns.  We seek to integrate these components into a ‘one programme approach’ to maximise benefits for poor and marginalised people in Yemen.  This post will be responsible for continuing developing a single country programme with strong synergy between the different elements

Building effective programme teams
•    Recruit and manage staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required.
•    Implement the Oxfam performance management system with all direct reports, ensuring clear work objectives and completed end of deployment reviews and develop the performance management system where possible within the programme.

Development and Management of Oxfam GB’s programmes
•    Lead in the development of country strategy and programme designs. 
•    Ensure that the programme is implemented in a consultative, participative, transparent and gender sensitive way.
•    Monitor programme expenditure to ensure budgets are adhered to.
•    Be the contingency planning lead, ensure that SOPs and guidelines are updated and followed by staff.
•    Ensure Oxfam GB representation in appropriate external programmatic forums based in Sana’a and other locations as appropriate.
•    Support the security focal point in ensuring procedures and policies are adhered to by the all teams
•    Key representation in the humanitarian clusters as well as other collaborative areas of Oxfam interest as agreed with the Yemen CD
•    Produce timely situation reports (frequency to be agreed with CD and Regional Humanitarian Coordinator).

Driving improvements in programme quality
•    Ensure that Oxfam’s programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
•    Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.

Developing and resourcing cutting edge programmes
•    Develop programme policies and objectives; with input from policy adviser, in line with and supporting Oxfam International agreed lines.
•    Coordinate with Oxfam International affiliates and partners on policy, programme and advocacy issues and concerns, facilitating effective working relations.
•    Ensure ongoing constructive relationships with partners and work with teams to strengthen partner capacity

Active engagement in the Country Management Team
•    Participate in and contribute to the strengthening of the Yemen Country Management Team (CMT)


SKILLS AND COMPETENCE: 

•    Experience in working in both development programmes and  complex humanitarian situations, and ability to integrate into one-programme-approach
•    A proven record of effective humanitarian leadership, especially in conflict/post conflict contexts with traumatized staff and communities. Ability to challenge, motivate and develop a team through periods of programme change.
•    Ability to work with significant levels of autonomy and make prompt and sound decisions.
•    Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience.
•    Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.
•    Experience of programme planning, and competent use of project management tools.
•    The ability to meet agreed deadlines in a stressful and fast paced environment, will be critical.
•    Proven experience of effective management in both longer term development programmes and complex humanitarian situations, including managing finances, staff and funding of the programme (contract design and management).
•    Experience of managing staff: challenging, motivating, developing and inspiring team members
•    Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
•    High-level interpersonal and communications skills.
•    Ability to influence and liaise effectively with key stakeholders and representation in high profile environments.
•    Knowledge of the Yemeni and Middle Eastern context is desirable
•    Fluency in written and spoken English is essential, Arabic would be an advantage.
•    Sympathy with the aims and objectives of Oxfam.
•    Commitment to humanitarian principles and action.

JOB PURPOSE: 
To facilitate quality, gender-sensitive, accountable, and impact-focus interventions on livelihoods and food security in Yemen. This includes provision of technical advice, capacity building of staff and partners, as well as influencing policy and practice through research, analysis and advocacy and building resilience by linking to longer term programming

REPORTING LINES:  Post holder reports to: Head of Program Advisory Team (HoPAT).
Staff reporting to this post:  EFSL Manager [as well as technically matrix managing EFSL staff in Hodeidah and Haradh field offices]
Technical support is provided from Oxfam House EFSVL Global Adviser

BUDGET RESPONSIBILITY: Budget monitoring as requested by HoPAT

DIMENSIONS:
•    Contribute to the development of long-term vision and strategic planning to achieve significant impact, especially for vulnerable women and men
•    Capacity building for staff and partners
•    Support assessments of food security situation, designing, implementing and scaling up of Food Security and Livelihoods programmes, as well as market-based economic development initiatives. 
•    Link short to long term programming and planning, including contribution of contingency planning and ensuring participation of development colleagues. 
•    Monitor the food security outlook in Yemen and provide clear periodic analysis on the impact and the implications for Oxfam programming
•    Develop/adapt technical guidelines and tools for programme use and roll out amongst staff
•    Contribute to contingency planning, and support Yemen office in monitoring forecasts and capable for responding to emergencies/crisis
•    Ensure programme quality throughout the programme cycle by providing technical support to teams and ensure proper reporting and accountability to beneficiaries and donors 
•    Facilitate integration of emergency food security and livelihoods interventions with other sectoral and cross-cutting teams under the resilience/risk reduction framework
•    Work with other teams in lobbing, advocacy, campaigning and fundraising efforts on related issues, so as to impact on external policy and practice of concerned stakeholders
•    Represent Oxfam in concerned technical fora and manage external relationships as appropriate 
•    Provide specialist advice to HoPAT, Head of Programmes, and other teams to ensure that development & humanitarian programmes/projects are adequately informed from varied and diverse relevant sources to provide in-depth analysis 
•    Continuously liaise with key management staff to ensure the realisation of the one programme approach. 
•    Matrix manage related field staff


BACKGROUND:

Yemen is a fragile state and one of the poorest countries in the Middle East; with more than half of the population living below the poverty line – where majority are female-headed households and/or families with a large number of female members.  For prolonged period, Yemen has suffered from severe food crisis, repeated internal violent conflicts resulting in disruption of services, lack of security and a large number of IDPs as well as political/economic turmoil. 

In 2014, Yemen was ranked as the one of the most food-insecure country globally. 37% of Yemeni are living under poverty (less than USD2 per day), 41% of the population cannot meet their needs for food, together with a national general acute malnutrition (GAM) rate of 12.7%. For details, please refer to 2015 Yemen Humanitarian Needs Overview (OCHA) .
 
With the above external context in mind, Oxfam GB's work in Yemen is along a spectrum that includes humanitarian intervention, longer-term resilience/development work, as well as local and national advocacy for the vulnerable groups. To maximise benefits for poor and marginalised people in Yemen, we seek to integrate these components into a 'one programme approach', with women’s rights and justice for women being at the heart of Oxfam’s work in Yemen.  Across all programmes, Oxfam seeks to ensure that women and men are involved in decision-making processes, are able to voice their issues and advocate for their rights.


KEY RESPONSIBILITIES: 

The responsibilities of the job holder include:
1.    Strategic planning and coordination
•    Responsible for designing strategies on livelihoods and emergency food security for immediate response and recovery, integrated with other country themes for enhancing community resilience - WASH, livelihoods, DRR, social protection (focus on capacity building and advocacy to Social Welfare Fund, in collaboration with other teams and gender/protection)
•    Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders
•    Ensure programmes strategies are devised in promotion of Oxfam's values, culture and beliefs
•    Provide strategic advisory support, linking up with CALP, Humanitarian Dept, and other country programmes undertaking cash/nutrition/social protection programming, 
•    Explore and develop strategic partners contributing to quality and scaling up of programmes
•    Represent Oxfam GB in technical fora in Yemen, such as nutrition cluster, food security cluster as well as the Cash Voucher Working Group. 
•    Co-facilitate the Cash Voucher Working Group with FAO, and to promote sharing of best practices.
•    With the coordination platform in Yemen, contribute to enhanced knowledge/practice to cash transfer programming and market based interventions across humanitarian community as well as local government in Yemen

2.    Support project design and implementation 
•    Ensure alignment with the ‘one programme approach' and linkages with humanitarian programmes, communications, policy, and advocacy.
•    Work with Oxfam’s partners and other stakeholders in monitoring needs and identifying opportunities for effective programme actions.
•    Provide technical support in designing appropriate livelihoods and emergency food security projects for the emergency and recovery, ensuring gender mainstreaming and linkages with other interventions.
•    Support the preparation/ inception of projects, including recruitment of key EFSL staff and activity planning as required
•    Guide the teams in developing systematic tools for day-to-day implementation, and also to ensure compliance with established guidelines and standards, 
•    Develop/share guidelines on cash and voucher, EMMA, as well as other modalities set up by the Cash Working Group.
•    Share best practices such as integrating gender in cash programming
•    Together with the WASH team to develop specific nutrition messaging which can be incorporated into public health promotion
•    Endeavour to ensure a good working relationship with support functions.

3.    Monitoring, evaluation, accountability, learning, reporting
•    Provide technical support on developing new MEAL tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning
•    Guide field staff in effective monitoring on project outcomes/impacts, and render advice for fine-tuning plans where required
•    Guide on technical standards in operation reports (internal/ for donors)
•    Guide the team in planning and analysis in the baseline, mid-term review and final evaluations 
•    Ensure project learning is captured, consolidated and disseminated
•    When required facilitate learning across humanitarian agencies working on cash/nutrition programming
•    Consolidate learning from market mapping exercises conducted recently 
•    Contribute to knowledge building and sharing good practices within Yemen, Headquarters and other offices, and globally 
•    Ensure that “lessons learned” from the emergency/recovery interventions in Yemen are conveyed to wider team to influence future policies and planning

4.    Staff management, Capacity building & coaching
•    Together with the EFSL Team Leaders (TL) and Humanitarian Officer, carry out capacity assessment on staff and partners. Based on findings, develop a capacity building plan
•    Facilitate capacity building and training for team members and our partners (including Social Welfare Fund) on topics like cash, market assessments, etc
•    Coach and support field staff on quality and gender-sensitive programming
•    Technically matrix management of EFSL Team leaders in field offices
•    In line with Oxfam’s performance management processes, line manage EFSL manager, ensuring that the post holder has clear workplan, objectives as well as learning and development objectives  
•    Disseminating Oxfam SOPs in cash, market assessments, etc.

5.    Contribute to advocacy 
•    To advocate, together with Resilience Advisor and other teams, for pro-poor and gender-sensitive policy and practice in areas of food security and vulnerable livelihoods in Yemen, through research, case studies, lobbying, capacity building, etc
•    To contribute to quality and accountable practice in emergency response, recovery and development  interventions among the humanitarian community in Yemen

6.    Emergency preparedness and response
•    In coordination with other TLs and Roving PM, design and develop assessment formats and tools for rapid response
•    Design and develop training package for cash programming to partners during emergency response – taking into consideration the entire project cycle as well as standards (SPHERE, HAP etc)

7.    Take on other duties related to Oxfam's programme as required by the HoPAT/CMT
 

SKILLS AND COMPETENCE: 

Essential
•    University degree in relevant areas: social sciences, nutrition, rural development, agriculture, etc; master’s qualification in related area an advantage 
•    At least 5 years experience on emergency food security/vulnerable livelihoods in  complex emergencies and/or fragile states
•    Solid experience in cash/voucher-transfer, nutrition and social protection programming.
•    Experience in community based and participatory programme planning approaches, such as GALS and GEM, with particular emphasis on women economic leadership and community collective action
•    Familiar with conducting EMMA with some basic understanding of Value Chain Analysis
•    Experience of applying analytical principles that structure household economic analysis and livelihoods approach
•    Demonstrable experience of integrating gender and diversity into programme strategies 
•    Experience of right-based approaches to development and understanding of and commitment to Oxfam's “one programme approach” 
•    Good understanding of key technical standards (SPHERE, HAP, gender mainstreaming, etc)
•    Demonstrate ability in thinking creatively and practically to improve the quality of projects 
•    Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop strategies
•    Strong commitment to accountability, social justice, promoting gender awareness and equality
•    Strong project management and planning skills: assessments (PRA/PCVA), design, implementation, monitoring, evaluation; with good skills in managing related data analysis Strong capacity building, facilitation, and presentation skills
•    Strong capacity in influencing and liaison with a range of stakeholders and represent in high profile environments
•    Strong coordination and communication abilities in a diversity of cultural contexts
•    Conversant in proposal writing with effective communication skills including fluency (speaking and writing) in English
•    Readiness for field travelling up to 50% of the time

Desirable
•    Working experience in Yemen/Middle East context 
•    Experience in market-based programming

To provide logistics support for the Oxfam programme in Al – Hodeida,Yemen.

Main Responsibilities

Transport

·         Processes vehicles movement and payment and do the movement reports.
·         Arranges for visitors airport transfers
·         Prepare monthly generator report
Storage
·         To ensure that the proper administrative procedures and standards for order follow-up, ordering, stock keeping and dispatch are followed:
Collects , receives and issue out goods from  the warehouse
Produce monthly report for the ware house.
Ensures all items in the store are arranged neatly and orderly in order to facilitate quick access for stock reconciliation at any time or during spot checks
Administration
·         To ensure frequent filing and maintenance of logistics files for easy access and retrieval (related to procurements only), requisitions, purchase order forms, waybills, and all other documents.
·         and record all payments before forwarding to finance for processing.
·         Raise all Logistics related requisitions and ensure they are properly and fully authorised
           
Skills and Competencies Required for this Role

Essential

·      BA degree in marketing, business administration or any related field.
·      Flexibility under pressure .
·      Good experience in: purchasing, warehousing, vehicle management.
·      Good written and spoken English.
·      Ability to keep clear and concise records.
·      Valid clean driving license .
